A native from Taiwan, Dr. Chiang received her doctoral degree in composition from Indiana University Jacobs School of Music. She received her Master's degree in Flute Performance from Yale University and Bachelor's degree from Manhattan School of Music. She has studied composition with Claude Baker, Don Freund, Evan Ziporyn and Ezra Laderman. Her flute teachers include Ransom Wilson, Linda Chesis, Kathryn Lukas and Jinny Liu.

Chiang's works have been performed in the Taiwan, U.S., Japan, South Korea and the Czech Republic. As she is a performer herself, she has had the privilege to work closely with professional musicians. This has allowed her to receive commissions directly from performers and various ensembles. Her commissions include the wind ensemble piece "Chasing After the Wind" , which was commissioned and recorded by Taiwan Wind Ensemble and will be released by Naxos Records in 2012. Her flute quartet work "Four Elements" was performed at the opening concert of the Asia Flute Congress in Tokyo, Japan in 2011. She has been awarded first prize in Areon International Chamber Music Competition, and the winning work was premiered in the Weill Recital Hall in New York. A significant part of her compositions has shown strong connections to the cultural influences of her origin. Dr. Chiang has been commissioned several times by the National Culture and Arts Foundation of Taiwan to compose works in collaboration with other Taiwanese artists, including poets, illustrators, and playwrights.

As a flutist, Chiang's performing activities include orchestral, chamber and solo performances. She is especially enthusiastic at performing contemporary flute music and has premiered many new works for composers. Dr. Chiang is currently teaching at University of Taipei in Taiwan.
