Mei-Fang Lin was born in Taichung, Taiwan. Her composition teachers in Taiwan have included Hwang-Long Pan, Ting-Lien Wu, Yen Lu and Sing-Kuei Tseng. After graduating from the National Taiwan Normal University, Lin went to the United States where she received her master's degree in composition from the University of Illinois at Urbana-Champaign and her Ph.D. in composition from the University of California at Berkeley. Her teachers in the US have included Edmund Campion, Edwin Dugger, Zack Browning, Sever Tipei, Guy Garnett and Scott Wyatt. With the support of a Frank Huntington Beebe Fund and a George Ladd Paris Prize, Lin also lived in France from 2002-2005 and studied with Philippe Leroux (composition), Marc-André Dalbavie (orchestration), and was selected to take the one-year intensive computer music course at IRCAM in Paris. Upon receiving her doctoral degree, Lin taught at the University of Illinois at Urbana-Champaign as a Visiting Assistant Professor of Composition in 2007-2009. She was appointed Assistant Professor of Composition at the Texas Tech University in 2009, and became an Associate Professor with tenure there in 2015. In 2016, Lin was first invited as a visiting professor to teach at the Taipei National University of the Arts in Taiwan. A year later, she decided to come back to Taiwan permanently and became an Associate Professor of Composition at the Taipei National University of the Arts. 

Lin's music has won numerous international awards and honors in the US, France, Italy, England, Taiwan and Korea. She was commissioned by groups and organizations such as the Contemporary Chamber Orchestra Taipei, Taipei Symphony Orchestra, Taipei National Concert Hall, Taiwan Music Institute, Innovation Series, Spring Autumn Music Series, Asian Composers League-Taiwan, Fourth Phase Zheng Ensemble, PIPA Ensemble, C-Camerata Taipei, Taiwan Sound Lab, IRCAM, Left Coast Chamber Ensemble, Yarn/Wire, Earplay New Music Ensemble, ChamberBridge Ensemble, Rootstock Percussion Trio, Amigo Saxophone Quartet, SCI/ASCAP…etc. Her music has received performances and broadcasts in over 30 countries in the world. Lin also maintains a busy schedule performing as a conductor and pianist, focusing mainly on contemporary repertoires.
