Born in 1969 at Changhua, Taiwan. She studied composition with Chin-Yow Lin, Hwang-long Pan and Yen Lu. In 1995, she received the M.F.A degree from the National Insititute of the Arts (It was renamed Taipei National University of the Arts in 2001).

In 2000-2001, she resided in the Cité Internationale des Arts in Paris, was appointed by the Ministry of Education of Taiwan. During the residence, she studied with Guy Reibel in Conservatoire National Supérieur de Musique et de Danse de Paris, also gave several performances in Paris and Rouen.

Hui-Ni Chang has the varying categories in her music. Except writing the pieces for concerts, she collaborates with different artists including drama, dance, film…etc. Trying to find out the possibilities of music and getting the motivation of creation.

As a teacher, she involved the music education and joined the editing of junior high-school textbook too. She teaches the music theory and compostion in Taiwan Theological College and Seminary. And being a dance accompanist in dance department of Taipei National University of the Arts, University of Taipei and Taipei Hwa-Kang Arts School now.
