Tzeng, Shing-kwei was born in southern Taiwan in 1946 and graduated from Music Department of National Taiwan Normal University with B.A. in 1972 ( piano majored). In 1977-1981 he got scholarship from Education Ministry Taiwan, studied composition and graduated with“ Prüfung der Künstlerichen Reife” at Musik Hochschule im Freiburg, major in composition with Prof. Klaus Huber and Prof. Brian Ferneyhough; theory with Prof. Peter Foertig, piano with Prof. Frau Edith Picht-Axenfeld and Prof. Wolfgang Watzinger.
In1986 he also got scholarship from French Government, studied film music at Ecole Normal de Musique de Paris/France with Prof. Laurent Petitgerard and graduated with Diplom. In1987 he took research at IRCAM/ Paris ( Stage l’informatique pour compositeur )
From 1981~2005 he was a Professor at Music Department of National Taiwan Normal University / Taipei and taught composition, computer music, music analysis etc. From 2005~2016 he taught in Department of Information Communications in Kai-Nan University and retired in 2016.
In 1999 he established Taiwan Computer Music Association ( TCMA) and was selected as Ist Chairman and later as Honor Chairman. In 2002~2003 he was the Fulbright Scholar and visited CCRMA, Stanford University and University of North Texas.
His compositions were performed in Gaudeamus Music Week 1981/84 by ASKO Ensemble, World Music Days and Festival of ISCM Hong Kong 1988, Alkmaar Music Festival 1990(Netherlands), Asia Pacific Festival Sentai/Japen1988, Seoul/Korea 1990, Manila/Philippine 2015, Presence Festival Paris/France 1996 by Ensemble 2E2M/ France, Quartet Alea III Boston /USA 1995, "The Ode of Life for Orchestra and Electro-acoustic sounds" was commissioned and premiered by National Symphony Orchestra Taiwan 2007 (conductor Mei-ann Chen), he had his own portrait concert in Paris (1987 Cite international des arts) and Rome (1998 Centro Culturale Banca d’Italia) and Hsin-chu, Kao-shung and Ping-tung ( 2002 / 2013), concert at Salle Messiaen, Radio France EMS2008. 2012 premier “Sentiment on a night on board” by Taipei Chamber Singers, 2014 as a Laureate of Wu Sang-lian Award hosted portrait concerts at Hsin-chu Kao-shung and Ping-tung University, 2013/16 as a visiting composer at ZKM Karlsruhe, Germany, he gave IMA concert at Kubus ZKM, January 2016 interactive performance at CCRMA Stanford and CEMI UNT. October, 2017 his paper “Folk Song Notation Transcription Using Spectrogram – A Case Study of Yao Ethnic Group Folk Song from Guangxi Ling-Yun, Southwest China “ was posted and published by ICMC 2017 Shanghai China, November Electro-acoustic piece "A prayer for hometown" was played by ACL Music Festival at Tokyo Japan. He produced the International Rostrum of Composers IMC UNESCO ( 2006~2017), 2009/13/16 He has organized the WOCMAT (International Workshop of Computer music and Audio Technology).
His early works are rooted on Chinese culture and interweave the traditional factors with modern music techniques, for instance the juxtaposition of a microtone system with Taiwanese Nan-kuan, Hakka Folksong or Peking Opera. In addition to atonal music,, his music often appears strange, non-isochronous rhythm and alienated sound (Klang verfremden in German) as to challenge the performing skill of instrument. In recent years, he has been devoting himself to the promotion of electronic, computer music in interactive arts and is seeking more possibilities for creation. His compositions were published by H. Lemoine / Paris. He has won :
